A signal 107 (suspicious person) roll was dispatched for the area of N. Rampart & St. Peters. No units available to respond. Notes later read that the complainant advised that 2 B/Ms were in the process of dragging a W/F into the Municipal Auditorium. Partial clothing descriptions were given.
The dispatcher was on the phone while units were arriving, and the complainant was trying to better describe where exactly the incident was taking place around the auditorium.
Although the incident was later marked up as unfounded, I strongly disagree with the incident being dispatched as a generic 107 call. If dispatched as a possible 42 in progress, everyone would have cleared their calls and rolled immediately. Dispatching as a 107 created a situation whereby resonse time was delayed. NOTE - as dispatching potential major crimes in progress as a generic signal 21 or 107 is extremely commonplace, I strongly believe that the 911 operators do this because they are told to code incidents in this way.
If indeed SOP, it would be upper NOPD rank that is responsible for this extremely serious and life threatening practice... and NOT the 911 operator or dispatcher!
