Dispatched as a 103d, 3000 Rue Parc Fountain, no units were available. About 4 minutes later, a unit asked the dispatcher about the call. Dispatcher read the notes, and advised that the incident involves a man reportedly trying to take a 3 day-old newborn. The officer asked if the man was related, and the dispatcher advised that it was not mentioned in the notes.

Problem - Although a 103d is a serious call for service, I find it unacceptable that district rank and units not be advised that the incident involved a possible kidnapping in progress from the very beginning. If they would have known this, I'm sure that units would have cleared from traffic stops & less major rolls, and immediately begin to proceed to Rue Parc Fountain.
