 Suspect Wanted For Oral Sexual Battery/>, Attempted Rape and Simple Robbery

 

 

New Orleans/>, LA/>/> - The New Orleans Police Department is asking for the public’s assistance in locating 18-year-old Craig Hayes wanted for Oral Sexual Battery, Attempted Rape and Simple Robbery.  The offense occurred July 23, 2010, at approximately 4:00 a.m., in the 2600 block of General Odgen.

 

According to investigators, the victim was sitting on her porch when the wanted suspect rode up to the house on a silver bicycle. He then approached the victim and requested that she give him her money, but she stated that she did not have any. The suspect then took her purse and forced the victim to the rear yard of the residence where he sexually assaulted her. The suspect implied that he had a weapon and attempted to rape the victim, at which time she screamed and ran into the house.  The suspect then fled on his bicycle in a river bound direction.

 

Craig Haynes is described as an African American male, 5’9”, approximately 185 lbs and with a thin build.  Haynes is described as having brown eyes and black hair.  He was last seen wearing a red polo style short sleeve shirt, blue jeans and tennis shoes. He was ridding a silver bicycle.

Wanted for:   Oral Sexual Battery/>, Attempted Rape and Simple Robbery.

 Suspect Arrested for Three counts of Attempted Murder

 

 

New Orleans, LA - Members of the New Orleans Police Department arrested a 28-year-old Leron Sly and booked him with three counts of attempted murder. The incident occurred August 16, 2010, at about 9:00 P.M., in the 1900 block of

Hope Street
.

 

According to investigators, the suspect was inside the residence with the three victims, at which time he produced a handgun and began to shoot the three victims. The suspect then fled the scene. The first victim a 27-year-old male received a gunshot wound to his head. The second victim a 26-year-old male received a gunshot wound to his mouth and the third victim a 25-year-old male received a gunshot wound to his shoulder and leg.  All three victims were transported to a local hospital where two of the victims were listed in critical condition.

 

During the course of the investigation, detectives identified Leron Sly as the shooter and obtained an arrest warrant for (3) Three Counts of Attempted Murder

 

Today at about 6:00 p.m., members of the New Orleans Police Departments Special Operations Division received information from Sly’s attorney advising that he wanted to turn himself in. Officers made arrangements to take Leron Sly into custody without incident. Sly was transported to central lock-up where he was booked with (3) three Counts of Attempted Murder.

NOPD First District Officers Making Mid City a Safer Place

 

New Orleans, LA – Members of the New Orleans Police Department’s First Police District are continuing to take a sedulous step in their initiative to rid mid city of dangerous weapons.  Officers Cooper and Shannon have arrested 21-year-old Rashad Bakewell, 21-year-old Blake Ricks and 19-year-old Cecil Martin in connection with illegal possession of weapon and possession of a stolen firearm.  The offensse occurred on August 18, 2010, at the intersection of

Saint Bernard Avenue
and
Galvez Street
.

 

Serpas said, “This is an excellent example of good police work.  The New Orleans Police Department is committed to making the city a safer place for our citizens to live.”

 

According to investigators, Officers Shannon and Cooper were on proactive patrol in the mid city area when they observed the driver of a silver 2003 Oldsmobile Alero commit numerous traffic infractions.  Once the driver noticed the police car behind him with the lights and sirens activated, the driver refused to pull over.  Officers Shannon and Cooper were able to get the vehicle stopped at the intersection of

Saint Bernard Avenue
and
Galvez Street
. 

 

Throughout the course of the investigation, the officers recovered a P95 Ruger handgun and a Taurus PT 140 handgun with an obliterated serial number.  Both weapons were checked through the NationalCrimeInformationCenter and the Taurus PT 140 handgun was revealed to be stolen. 

 

The suspects were transported to Central Lock-up and booked accordingly.

update 3500 block of Garden Oaks Homicide

On 07/27 at 1005hrs, officers responded to a shooting at the above
location.
Upon arrival, officers observed the victim lying on a stairwell
between two apartment buildings. Victim was pronounced on the scene.
Homicide took over the investigation.

On 08/12/10 arrest warrant was issued for Justin Pleasant B/M 07/15/83
Subject was arrested on 08/16/10

aggravated battery 4300 block of Sullen

On 08/03/10, at 2130hrs, victim was sitting inside the residence
playing a game, at which time his pregnant girlfriend became involved
in a verbal altercation with her cousin. At this time, the subject
Gerard Doty grabbed a glass beer bottle and stated he would not hit
her, due to her being pregnant, however he would hit her boyfriend.
Subject then struck the victim in the face. Subject fled the
location.

Subject Gerard Doty B/M 11/21/80 was arrested for this incident.

aggravated battery/shooting 1900 block of Shade Tree Lane

On 08/05/10, at 1910hrs, victim was at the above location, at which
time he encountered two unknown black males. At this time, the
subjects pulled out a weapon and the victim pulled out his weapon and
gunshots were fired amongst the two. Victim was struck on the side of
his neck

Subject #1 B'M 5'09", thin build, shoulder length dreadlocks, facial
hair on chin, dark complexion, black t-shirt, blue jeans, black
colored semi-automatic handgun

Subject #2 B/M 5'06", medium build, short hairstyle, no facial hair,
light complexion, green Boston Celtics hat, white t-shirt, unknown
colored pants

Night Out Aganist Crime

I want to remind all our West Bank groups that Tuesday August 3rd is
the “National Night Out Against Crime”. We had a good turnout last
year and we hoping for an even better one this year. If you’re
planning a party or get together and haven’t registered yet please
call Sylvia at the Crime Prevention office. Her number is 658-5590.

As we do every year officers from the 4th District will fan out and
attend all parties to show our support and to answer any questions you
may have.

Were all looking forward to seeing you at the “Night Out Against
Crime”. By working together in a community partnership we will improve
our quality of life and we won’t let crime take away our
neighborhoods.

update aggravated battery/shooting 1400 block of Lawrence

On 07/11 at 1200hrs, victims were at the above location, at which time
an unknown black male exited a white Toyota Tundra and began shooting
at them. All three victims were transported to the hospital for their
injuries.

arrest warrant was issued for Vernon Williams"Buck",B/M 09/13/86,
5'10"-6'01", 185lbs, light complexion, short black hair

On 07/15/10, subject, Vernon Willliams was arrested and booked
accordingly.

Homicide at Slidell/Wagner

On 07/14 at 1400hrs, victim was riding a bicycle at the above
location, at which time gunshots were fired. Victim was struck
multiple times. Victim expired due to his injuries.

Witness observed a blue and a red late model truck fleeing from the
location

the Hospital.

and then unknown

On 07/14, victim expired due to his injuries. Incident will be turned
over to Homicide Detectives.

aggravated burglary 5600 block of Forest Isle

On 07/11 at 1100hrs, victim was at the above location, at which time
she was alerted by security that her step-father was at the front
gate. Victim advised to let the subject on the property. Victim opened
her door, at which time her estranged ex-boyfriend quickly approached
the door and forced his way inside. Once inside, the subject began
striking the victim about the body with a closed fist, and then armed
himself with a lamp and began striking her with the object. The

arrest update aggravated battery 2100 block of Cypress Acres

On 6/22 at 2156hrs, victims arrived home, at which time they observed
a subject sitting in front of their residence. Victim's asked the
subject to leave, at which time he became irrate and started yelling
at the victims. One victim notified police, at which time the subject
walked away and pulled out a weapon. Subject fired several rounds
towards the victim's, striking the victim's residence and vehicle.

armed robbery Fiesta/Valentine

On 06/08 at 2355hrs, victim was sitting on the curb at the above
location, at which time a gray colored Chevrolet Impala pulled up by
him. An unknown black male exited from the passenger side of the
vehicle and asked for change for a twenty. Victim replied he did not
have any money, at which time the subject pulled out a weapon and
pointed it at the victim's head, demanding the victim's wallet and
watch. subject fled the scene.

Subject B/M 20-25 yrs., low hair cut, unknown color or description of

PLEASE SECURE PORCH FURNITURE

Following was emailed by a citizen to warn about securing porch
furniture

On Sunday, May 30, at approximately 11:30A, a wooden rocking chair was
stolen from my front porch in the 200 block of Olivier Street. I
believe I surprised the suspect on his way back to retrieve a wicker
love seat. Suspect is a 45 yr old white male, light brown hair, about
6' 1". The police were notified and a report was filed. Of note:
This was occurred in broad daylight, and my husband and I were at
home!! Please alert neighbors to secure porch furniture.

MAGAZINE SCAM

Please beware of door to door magazine scams,

several people have been going door to door to get citizens to
subscribe to magazines.
The individual persuades the victim by advising them they need a
certain amount of subscriptions from citizens to win a trip to various
locations. No magazines are being sent and your money is lost!!

Although these occurred in the Gretna area, please be aware it can
happen in New Orleans.

Armed Robbery 900 block of Homer

On 06/06 at 1550hrs, victims were at the above location, at which time
they were approached by two unknown black males. One subjec twas armed
with a small chrome colored handgun and stated "where's the money"
while patting the victims down.
Subject then pushed one of the victim's down.

Subject #1 B/M dark complexion, 5'04", thin build, approximately
18-20yrs of age, short hair, clean shaven wearing a red baseball cap
and carrying a small chrome colored handgun

Subject #2 5'07"dark skinned black male, thin build, short hair,
approximatley 20-25yrs of age wearing a white t-shirt and green army
pants with a gray t-shirt covering his face carrying small chrome
colored handgun

When I was eating at Wendy's on Berhman Highway in Algiers, LA, there
was a group of kids (at least two) that was trying to "sell" magazine
subscriptions for to win a college scolarship. They were also trying
to do this around the shopping center near Wendy's. I did not buy
anything, but when I got home, I look it up on the internet and found

2010 National Night Out Aganist Crime

It’s time to start planning your community parties/events for the 2010
“National Night Out Against Crime”

This year the event is planned for Tuesday August 3rd, 2010.

NATIONAL NIGHT OUT is designed to:

On 05/31 at 2000hrs, victim and wife were involved in a verbal
altercation with a neighbor, victim then became involved in an
altercation with another individual, who advised she was going to call
her child's father to deal with him. On 05/31 at 2340hrs, victim was
approached by an unknown black male, who pointed a semi-automatic
weapon at the victim. Victim began running away, at which time the
subject fired several shots. Victim was struck and was transported to
the hosptial for treatment.

Suspicious door to door sales people

Please beware of any suspicious people claiming to sell products.
An unknown asian male knocked on several doors in the Algiers area
advising he was employed with GE and was doing a pilot program giving
away alarm systems to select homes in the area. Subject asked
questions regarding the most frequent used exit and ernty doors and if
interested in receiving an alarm system. Please ask for credentials at
all times.

COMSTAT MEETINGS

Media Advisory

New Orleans, LA. - Superintendent of Police Ronal W. Serpas announced
that effective June 11, 2010, the COMSTAT meetings that are open to
the public, have been changed to Fridays at 8:30 A.M., and will be
held at the Municipal Training Academy located at 401 City Park
Avenue. The media and the public are encouraged to attend.

purse snatching 1400 block of Pelican

On 05/24 at 2035hrs, victim was walking on her steps at her residence,
at which time she was approached by an unknown black male. Subject
demanded the victim's purse and then grabbed the purse from her
possession and fled the scene on foot.

Subject B/M 40-45yrs, 5'11", 250lbs, dark complexion, heavy build,
medium bush hairstyle, black t-shirt

aggravated battery 600 block of Patterson

On 05/19 at 2030hrs, victim and subject were involved in an
altercation, at which time the subject stabbed the victim in the
abdomen.

arrest warrant was issued for John Wagner W/M 05/21/64.

Homicide Vespasian and Wagner

On 05/23 at 2012hrs, officers responded to a shooting at the above
location. Upon arrival, officers observed the victim faced down across
the seat of a vehicle with gunshot wounds to the upper torso. Victim
was pronounced on the scene. Several other victims were struck and
were transported to the hospital.

Road Home impersonator

On 05/18 at 1236hrs, unknown subject knocked on the door in the 1000
block of Elmira.
Once the door was opened, the subject introduced himself as a "Road
Home worker". Subject was allowed inside the residence for
"inspection" at which time he grabbed the victim's purse and fled the
location.
Subject was a black male approximately 55 years of age, 5'5",130lbs.

Prior to letting anyone in the residence, claiming to be a road home
representative, please check credentials. If the person appears to be
suspicious please notify police immediately

Increase in copper thefts

Our police district has been experiencing an increase in copper
thefts.
Please be on the lookout for any individuals going into back yards,
vacant homes, or homes where citizens are not home, and are stealing
copper.
These individuals can be on foot carrying copper, they can be in an
old work trucks, etc. Also look for work trucks, (that are not
plumbing trucks) with possible copper or AC units.

New Orleans Police Department gets New E-Mail



New Orleans, La. - Superintendent Ronal W. Serpas announced today the
establishment of a New Orleans Police Department e-mail designed to
allow citizens to express concerns. This is an effort by Chief Serpas
to provide easy access to the New Orleans Police Department and
increase the dialogue and cooperation between the citizens of New
Orleans and the New Orleans Police Department. The e-mail address
will be effective immediately and will be as follows:
Nopdchief@cityofno.com


This e-mail is not designed to report emergencies or to request police
assistance. Please continue to use 911 for emergencies or 821-2222
for non emergencies.

aggravated battery 1800 block of JoAnn

On 05/16 at 0030hrs, victim and subject were involved in a verbal
altercation, at which time the subject pulled out a handgun and struck
the victim in the head.

Kevin Johnson B/M 12/01/82 was arrested for this incident.

simple robbery 3400 block of Huntlee

On 05/18 at 1555hrs, victim was attacked by several black males.
subjects were attempting to gain possession of the victim's I-Phone.

arrest warrant was issued for two subjects Joseph Widley B/M 11/17/92

Mario Cuellar B/M 10/13/93

Welcome Message

OPENING COMMENTS

Mister Mayor, members of the Council, members of the search committee,
distinguished guests, friends, family and the men and women of the New
Orleans Police Department… in the words of Satchmo, “I KNOW WHAT IT
MEANS TO MISS NEW ORLEANS,”

Thank you for this opportunity, and this challenge, to come home and
serve again. Nine years ago we were called away – today we have been
called home.

As I reflected upon the words of Mayor Landrieu’s inaugural speech,
his vision and understanding of the challenges and opportunities that
lie ahead is clear.
His words should lift us all, both the Community and those of us in
the New Orleans Police Department who serve with pride and dignity.

“There is nothing broken that cannot be fixed. No problem here that
cannot be solved.”

Today I call upon each member of the New Orleans Police Department to
reflect upon why you chose to serve in the most noble profession on
the planet. Today I call upon each of you to lift up your spirit, to
renew your dedication and to reconnect with the emotions that ran deep
in your heart and soul when you chose to join…when you chose to
serve. Make no mistake - we are here to serve and I look forward to
our service together.

Today we rededicate the New Orleans Police Department and all of its
members to the call to serve our community. Today we remind ourselves
that it is community first. Today we reaffirm our commitment to one
another to pursue valor and determination – professionalism and
accountability.

Today we call upon all the neighborhoods and communities of New
Orleans to help us to serve. We, the police, have always been and
always will be an extension of you, the community we serve. In our
earliest days we stood as watchman together for one another. Over
time and history we created police departments to stand watch for us
all. It is time to reconnect the two: as we stand watch for you, we
will together watch over one another.

Today we know that there are many challenges that face us, but also
know that we can build upon our successes, one step at a time. We
must remember that each time we are called to assist, each time we
confront crime and the horrible hold it has upon our friends,
families, businesses and guests, that we have the opportunity to make
a difference.

Making a difference every day is what policing is all about. Being
there when a motorist is stranded, working hand in hand with our
communities every day to take back our streets so that children,
parents and grandparents can enjoy their front yards.

Or, as my grandparents would say, play on the “neutral ground,” or to
walk along the “banquette,” never forgetting to stop at the “curbin”
before crossing the street.
As any New Orleanian knows, it is not North, South, East and West…it
is Uptown, Downtown, River and Lake. We must and we will win back
every neighborhood, one street at a time from all four points on the
New Orleans compass.

Our recipe will be simple and straightforward; we will use the
Community Policing Philosophy as implemented through Decentralized
District based commands to fully implement our Crime Fighting and
Quality of Life initiatives

Our first priority, every day, will be to relentlessly, legally and
professionally pursue those who would do violence. Beginning
tomorrow, I will convene a conference call of District Commanders as
well as the Homicide and Sex Crimes Commanders get a full briefing on
the prior 24 hours of any violent crime in our city. The briefing by
these Commanders will focus not on what crime happened - it will focus
on what do we know, what have we done and what will we do about those
crimes.

To those who choose violence in our City, let there be no mistake
about this: we will not rest, we will not waver, we will not lose
focus, and we will not blink.

Community Policing provides for INDIVIDUALIZED police service
throughout the diverse communities of New Orleans.

All neighborhoods are not the same; each Neighborhood deserves a
police response tailored to its needs – that is what Community
Policing is.

Community Policing provides the framework for PRIORITIZED PROBLEM
SOLVING with our neighborhoods, as well as a DIRECT ACCOUNTABILITY
LINK between the New Orleans Police Department and the community
itself.

Community Policing ties this all together. The outcomes of our
partnership and problem solving must be relentlessly followed up by
the leadership of our police department to ensure the entire New
Orleans Police Department is focused.

Building communities is perfectly matched to Community Policing
Principles.

When people are safe they enjoy their neighborhood AND become MORE
SAFE.

When people are SAFE, they use our schools.

When people are SAFE, they boost our economy.

To accomplish our goals, we will instill three basic principles in our
daily service to this great city. Accountability, Transparency and
Collaboration. It is my expectation and my promise that the
application of these three principles will allow us to fix what is
broken, to restore public confidence in the New Orleans Police
Department and make this city SAFE.


ACCOUNTABITLITY

My expectation of service by our team is also as simple and
straightforward: Truthfulness and Ethical Behavior – there will be NO
tolerance for deviation.

Professional treatment of our citizens in every encounter, be it a
call for service, a warrant to be served, an arrest to be made or a
vehicle stop to be conducted, throughout this community. This same
courteous and professional behavior will be equally expected with our
partners in the District Attorney’s Office, throughout the Criminal
Justice system, and with one another. This is our BASIC DUTY and it
is NON-NEGOTIABLE.

We will expect no less than a full day’s effort each and every day.

One Superintendent cannot do it alone, we will require and expect
supervisors to supervise, which ensures our team is accountable for
its actions or inactions.

Our Public Integrity Bureau and department will reflect and respect
the joint efforts of the City's Inspector General and the Independent
Police Monitor.

We will build and strengthen our partnerships with the FBI and U.S.
Attorney to seek out and prosecute corrupt officers.

TRANSPARENCY

It is true that we cannot have enough sunlight and candor.

I unequivocally support the call by Mayor Landrieu to the Department
of Justice and look forward to working hand in hand with Federal
authorities.

Our weekly Comstat meetings will be OPEN to the public beginning next
week.

Likewise, District Commanders are also instructed to open their weekly
Comstat meetings to the public and other partners in their crime
fighting and community building efforts.

It is just plain right to include any and all who want to witness the
tremendous effort, dedication and focus of our leadership teams and
the officers and staff they represent as they work to make our City
safe.
We want to document an accurate crime rate as our first priority.

Nationwide 50% of crime is unreported – in Nashville we achieved
through our efforts the public reporting approximately 80% of crime.
We will build and strengthen our partnerships with the FBI and U.S.
Attorney to seek out and prosecute corrupt officers. We must restore
our citizens' trust and confidence to report crime.

Our measure of success is day to day, month to month, and year to year
and we must work every day to achieve that success.

I will call for an immediate audit of our crime reporting mechanisms
by state and federal authorities.

I will call for an immediate partnership with educational institutions
to evaluate our computer systems that capture and report our crime
data.

We will immediately reevaluate the training of officers and
supervisors in preparing police investigative reports and the proper
classifying of those crime reports.

We will immediately being crafting and implementing monthly audit
systems.

We will open for public inspection and regular review our crime
reporting systems and data by external parties.

COLLABORATION

Collaborating and cooperating with the people of New Orleans is
everyone’s responsibility and IT STARTS with me.

Collaborating and cooperating with the Criminal Justice System at the
local, state and federal levels is everyone’s responsibility and IT
STARTS with me.

Collaborating and cooperating with the political systems, local, state
and federal is everyone’s responsibility and IT STARTS with me.

Collaborating and cooperating with the media is everyone’s
responsibility and IT STARTS with me.

As we look to the future, I know that many challenges remain. But,
working hand and hand with all of our communities and neighborhoods,
we can make a difference.

working hand in hand we will make a difference.

Mr. Mayor: My family and I have returned…we have come home to New

APAC meeting is cancelled for May

Greetings:
Sorry for the short notice but were going to cancel the May APAC
meeting which was scheduled for tomorrow evening. The reason is our
new Councilperson Kristen Palmer is having a fun raiser at Aunt Leni’s
Café tomorrow night from 6:30PM till 8:30PM. Several of our regular
members have expressed a desire to attend.

Major Kirsch wanted me to pass on that our 4th District Task Force
made a significant arrest several weeks ago and crime has been low
since those arrests. I also have the monthly APAC Books available here
at the 4th District station and if you can’t get by to pick one up
just let me know and I’ll drop one off to you.
