New Orleans Police Department-Public Information Office

NOPD Sex Crime Section Solves Three CODIS Cases

New Orleans –Today, the New Orleans Police Department’s Sex Crimes Section has arrested 36-year old Jimmy Spratt, wanted in connection with three sexual assaults that occurred in 1994.  Spratt was identified through a DNA CODIS (Combined DNA Index System) match who has named him as the suspect in the three cases where he sexually assaulted three females that went unsolved.  However, as a result of the extensive investigations that were done at the time of the offense, specifically obtaining the DNA left with the victims linked these offenses back to Spratt.

Superintendent of Police Ronal Serpas said, “The New Orleans Police Department will continue to collaborate with the District Attorney’s office to ensure that dangerous and violent repeat offenders are taken off our city streets.”

Jimmy Spratt became a suspect to NOPD in 2005, when he was arrested in Tennessee that same year for unrelated sexual assaults on several women there.  Upon being arrested, convicted and sent to prison in Tennessee, Spratt's DNA was collected as mandated by all new inmates.  His DNA was then sent to the National Data Base in Washington/> D.C./>/>, where all criminal DNA of victim's and potential perpetrators are sent.  Once the DNA was put into the huge database, Spratt's DNA became a positive match in three 1994 rape cases NOPD had as COLD CASES since 1994.  Personnel in Washington D.C. notified NOPD, along with the Orleans Parish District Attorney’s office of those findings.

With Spratt being named as the perpetrator in NOPD's three cases, NOPD Sex Crimes Section placed a detainer on Spratt, which named him as a person that will be prosecuted upon his release from another correctional facility wherever that prisoner is being held.  This prevents that facility from letting the prisoner out after he has successfully served his term for that particular facility.  This prevents the prisoner from becoming a free man/woman, and escaping adjudication.  NOPD made Tennessee aware that Spratt was to be detained upon the completion of his term, which Spratt is due for release there in 2014.

Several months ago, NOPD Sex Crimes Section was contacted by the prison facility in Tennessee, who received a copy of the said detainer on Spratt, and informed NOPD that Spratt was due to be released soon, possibly shorter time than his original 2014 release date.  With that information given to NOPD, Sex Crimes Section appointed COLD CASE Detective Vernon Haynes in charge of first finding the three female victim's from 1994, to see if they were still interested in having their cases adjudicated.  Detective Haynes relentlessly spent the past several months trying to locate the victims, and after such time successfully located all of them.  All three females met with Detective Haynes and Mary Glass of the Orleans District Attorney’s Office and agreed to go forward in prosecuting Spratt.

At that time, Detective Haynes acquired an arrest warrant for Spratt. The NOPD and Orleans Parish District Attorney’s Office arranged to have Spratt extradited here to New Orleans, based on a writ signed by Governor Bobby Jindal authorizing the state of Tennessee to turn over Spratt to NOPD.

Case #1

On December 26, 1994, the victim was using the ATM at the Whitney Bank located at the intersection of Plum Street and South Carrollton Avenue, when Spratt approached the victim, maced the victim in her face and forced himself into the victim’s car.  Spratt then drove the victim to two different locations, sexually assaulting her at each location.  Spratt then drove the victim to a third location where he robbed her, maced her again and fled with the victim’s keys.

In this case, Spratt will be charged with Aggravated Rape, Aggravated Kidnapping and Armed Robbery.

Case #2

On September 19, 1994, the victim was in the 4200 block of Loyola Avenue near her residence, when she encountered Spratt, who brandished a sharp weapon and held it to the victim’s throat.  Spratt forced the victim to walk down the street with him, forced the victim behind the bushes and sexually assaulted her.

In this case, Spratt will be charged with Aggravated Rape and Second-Degree Kidnapping.

Case #3

On July 4, 1994, the victim was using the ATM at the Hibernia Bank on Crowder Boulevard, in New Orleans East when Spratt walked up and got into the victim’s car with a knife.  Spratt then forced the victim to drive to the 11000 block of Old Gentilly Road, where he sexually assaulted the victim and took fifty dollars from her before fleeing the area.

In this case Spratt will be charged with Aggravated Rape, Aggravated Kidnapping and Armed Robbery.

Spratt will be afforded the opportunity to be interviewed by Sex Crimes Detective Vernon Haynes, who will also acquire a confirmation DNA swab from Spratt.  Based on previous arrest warrants for the aforementioned charges on each victim, Spratt will be arrested and charged accordingly.

NOPD Second District Investigative Unit Takes Repeat Offender off City Streets

New Orleans -The New Orleans Police Department’s Second District Investigative Unit continue their efforts to take repeat offenders off our city streets.  The Second District Investigative Unit arrested 50-year-old Keith Warner, wanted in connection theft, possession of stolen property and aggravated criminal damage to property.  The offense occurred on October 26, 2010, shortly after 4:00 A.M., in the 4615 of

South Roman Street
.

Superintendent of Police Ronal Serpas said, “The New Orleans Police Department will continue to work hand in hand with the District Attorney’s office to remove repeat offenders from our communities.”

On October 26, 2010, shortly before 4:00 A.M., the suspect forced entry into the victim’s residence while the victim was inside asleep and removed some of the victim’s personal belongings along with the victim’s car keys.  The suspect exited the victim’s residence and drove off in the victim’s 1999 red Honda Civic.  Once the victim woke up later that morning, he immediately notified the police to report the incident.

Later on, shortly after 3:00 P.M., Second District Officers Burns and Weir were on patrol when they observed the victim’s red Honda Civic parked near the intersection of Eden and South Rendon Streets.  Officers Burns contacted detectives who immediately relocated to the area and set up a static surveillance of the vehicle.

A short time later, Warner got into the vehicle and drove away.  Those officers who were in the area attempted to stop Warner by activating their lights and sirens.  Warner intentionally eluded the officers and ignored their numerous commands to stop by accelerating the vehicle, driving in a reckless manner, resulting in Warner damaging the vehicle as a result of striking a pothole. Subsequently, Warner jumped from the moving vehicle and attempted to flee on foot where he was captured by surrounding officers.

Warner has an extreme arrest and conviction history for burglary.  Warner is currently on parole in Jefferson Parish for a burglary conviction, and has served more than 14 years in prison for burglaries ranging from New Orleans, Louisiana to Baton Rouge, Louisiana.

As a result of the officers alert and diligent work, another repeat offender has been removed from our city streets.
