Suspect Wanted For Attempted Second Degree Murder

 

New Orleans/>, LA/>/>The New Orleans Police Department has issued an arrest warrant for 19-Year-old Latrell Coleman, wanted in connection with the shooting of a 20-year-old male.  The offense occurred early this morning, at approximately 1:00 A.M., in the 100 block of Bourbon Street

According to investigators, Eighth District officers were in the 100 block of Bourbon Street

/>breaking up a fight, when they heard shots fired within the block. Officers then located the victim lying in the street suffering from a gunshot wound to the head. Emergency medical technicians transported the victim to a local hospital, where he was listed in stable condition.

During the course of the investigation, Eighth District Detectives positively identified Latrell Coleman as the person responsible for the shooting and secured an arrest warrant.

Suspect Arrested For Murder at Burgundy and Saint Louis Streets

 

New Orleans- The New Orleans Police Department arrested 21-year-old Donovan Carter, wanted in connection with the murder that occurred this morning, at approximately 6:30 A.M., at Burgundy and Saint Louis Streets.  

 

According to investigators, Eighth District officers responded to a call of “male shot” and upon their arrival found the victim lying on the sidewalk suffering from apparent gunshot wounds to the body. Emergency medical technicians were summoned to the scene, where he was pronounced dead. Eighth and First District officers detained five individuals running from the scene within a short period of time.  Homicide Detectives interviewed these individuals to determine their involvement in the incident.   

 

During the course of the investigation, Homicide Detective Christopher Harris identified Donovan Carter as the person responsible for the murder.

Suspect Arrested For Murder on

Allen Street

 

New Orleans- The New Orleans Police Department arrested 21-year-old Alvin Jackson, wanted in connection with the murder that occurred on April 22, 2010, shortly before 1:00 A.M., in the 2400 block of

Allen Street
.  

 

According to investigators, Fifth District officers responded to a call of a “shooting” and upon their arrival found the 39-year-old victim lying on the side walk suffering from a gunshot wound to the head. Emergency medical technicians were summoned to the scene, where he was pronounced dead.

 

During the course of the investigation, Homicide Detective Timothy Bender identified Alvin Jackson as one of the persons responsible for the murder and secured an arrest warrant. This morning Alvin Jackson was arrested by members of NOPD’s Special Operations Division (Violent Offenders Warrant Squad) and the FBI.  Alvin Jackson was arrested without incident at

6001 Downman Road
.  

 

Alvin Jackson was transported to Central Lock Up and booked with (1) Count of Second Degree Murder.  

 

Two other suspects Bryson McDonald and Blain McDonald were arrested in April of this year. Both Blain and Bryson McDonald were booked with second degree murder in connection with this incident.

Suspect Arrested for Aggravated Battery by Shooting in the 3200 block of Prytania Street   

 

 

New Orleans-The New Orleans Police Department’s Sixth District Detectives arrested 26-year-old Quinnan Adams, in connection with a shooting that occurred this morning, at about 5:00 A.M., in the 3200 block of Prytania Street.  

 

According to investigators, officers responded to a call of a “male shot” and upon arrival, officers learned that the victim had been shot in the hand. The 42-year-old victim was transported to a local hospital to be treated for his injury and was listed in stable condition.

  

During the course of the investigation, Detectives identified Quinnan Adams as the person responsible for the shooting and booked him with aggravated battery by shooting.

NOPD Homicide Division Investigating Stabbing Death on Dauphine

 

 

New Orleans –The New Orleans Police Department’s Homicide Division is investigating the stabbing death of a 23-year-old Metairie man.  The name of the victim is being withheld pending notification of family members.  The incident occurred shortly after 3:30 A.M., at the intersection of Dauphine and Iberville Streets.

 

According to investigators, Eighth District officers received a call of a “male stabbed” and upon arrival, officers located the victim lying in the street suffering from multiple stab wounds to his body.  Emergency medical technicians transported the victim to University hospital where he later died.

 

The preliminary investigation indicates that the victim and his wife were walking near the intersection of Dauphine and Iberville Streets when an unknown African-American male drove along side of the couple and began yelling inappropriate comments towards the victim’s wife.  As a result of the suspect yelling inappropriate comments, a verbal and physical altercation ensued between the suspect and victim’s wife.  The victim sustained several stab wounds while trying to break up the fight.  The suspect then got back into his vehicle and fled on

Dauphine Street
towards
Canal Street
and then unknown.

 

The suspect is described as an African-American male about 35-years-old, approximately 5’7” in height, 165 to 170 pounds, baldhead and a short beard, wearing a light colored long sleeve shirt, blue jeans and alligator boots.  The suspect’s vehicle is described as dark colored SUV, possibly a late model with a broken passenger mirror.

NOPD Seeks Suspect Wanted in Shooting

 

 

New Orleans, LA -The New Orleans Police Department’s Seventh District Investigative Unit is requesting the public’s assistance in locating an unknown African-American male, wanted in connection with the shooting of a 37-year-old female and a 41-year-old female.   The offense occurred shortly after 11:00 A.M., at a trailer park, at the intersection of

Chef Menteur Highway
and
Dodt Street
. 

According to investigators, Seventh District officers received a call of two females shot, and upon arrival, the officers located both victims inside of a trailer.  The 37-year-old female was suffering from a gunshot wound to her chest and the 41-year-old female was suffering from a gunshot wound to her stomach and leg.  Emergency medical technicians transported both victims to a local hospital to be treated for their injuries.

 

The preliminary investigation indicates that the victims were the intended targets.  Investigators are looking for an African-American male driving an older model white Dodge pick-up truck bearing North Carolina plates.

 

Seventh District Detective Greg Powell is in charge of the investigation.

NOPD Investigating Fatality

 

 

New Orleans -The New Orleans Police Department’s Fatality Section is investigating an automobile fatality that left a 19-year-old male dead and a 35-year-old male in critical condition.  The name of the deceased is being withheld, pending notification of family members.  The accident occurred shortly before 12:00 A.M., at the intersection of Interstate 10 West at

West End Boulevard
.

 

According to investigators, the driver of a late model Ford F-150 pick-up truck was traveling westbound on Interstate 10, and for reasons unknown, apparently lost control of his vehicle and struck the driver of a late model Chevrolet Venture that was parked on the shoulder of Interstate 10. 

 

Emergency medical technicians arrived on the scene and pronounced the 19-year-old male dead.  The driver of the Ford F-150 pick-up truck was transported to a local hospital where he is listed in critical condition.

  

An autopsy will be performed to determine the exact cause of death and whether alcohol was a factor in this accident.    No charges have been filed and the cause of the accident is unknown.  The accident remains under investigation.

NOPD Sergeant Reassigned to Administrative Desk Duties

 

New Orleans –Today, Superintendent of Police Ronal Serpas stated that Sergeant Omar Diaz has been reassigned to administrative desk duties pending the outcome of an investigation relative to Domestic Violence. Prior to his reassignment, Sergeant Omar Diaz was assigned to the Public Integrity Bureau.

 

 As a result of the initial incident report completed by the New Orleans’s Police Department’s Public Integrity Bureau, Deputy Chief Arlinda Westbrook determined that the New Orleans Police Department’s Domestic Violence Section should conduct the investigation.  The Independent Police Monitor and the District Attorney’s office will also review the case in order to maintain transparency and independence.

New Orleans - The New Orleans Police Department is requesting the public’s assistance in locating and identifying a suspect wanted in connection for an aggravated rape.  The offense occurred on October 29, 2010, in the 9300 block of

Airline Highway
, at approximately 3:15 A.M.

 

According to investigators, the 20-year-old male victim was at a hotel where he was sexually assaulted by an acquaintance.

 

The suspect is described as an African American male, approximately 160 pounds and approximately 5’6” in height.  The suspect’s first name may possibly be Derrick or have a nickname of “D”.    

 

Sex Crimes Detectives are in charge of the investigation and can be reached at 658-5521.

 Suspect Arrested for Sexual Battery

 

 

 

New Orleans – Members of the New Orleans Police Department have arrested 17-year-old Gordon Gabriel, for a sexual battery that occurred on October 24, 2010, at approximately 5:00 P.M., in the 3400 block of Garden Oaks Drive.

 

According to investigators, the 5-year-old victim was playing outside when she was sexually assaulted by the perpetrator.  The mother of the child notified police on October 28, 2010 who immediately began their investigation. 

 

Gabriel, an acquaintance to the victim, was positively identified on scene as the person responsible for the sexual assault.  Gabriel was arrested and booked with sexual battery.

NOPD Violent Criminal Abatement Team Continue to Take Violent                             Repeat Offenders off our City Streets

 

 

New Orleans The New Orleans Police Department's Violent Criminal Abatement Team has taken two more violent repeat offenders off our city streets. The Violent Criminal Abatement Team has arrested 18-year-old Devin Morgan distribution of crack cocaine and 33-year-old Sherry Serpas for possession of crack cocaine.  These offenders were apprehended on October 21, 2010, at a known location in the Lower Ninth Ward.

 

Superintendent of Police Ronal Serpas said, "With the continued help from the community, The New Orleans Police Department will continue to take strides in taking violent repeat offenders and drugs off our city streets."

 

According to investigators, the VCAT received vital information from several concerned citizens that Devin Morgan and Sherry Serpas was involved illegal narcotic trafficking in the Lower Ninth Ward near a playground.  As a result of the information received from concerned citizens, the VCAT set up video surveillance within the block and observed Morgan walk out of the park and walk up to Serpas' vehicle as she drove towards him.  Morgan and Serpas engaged into a hand-to-hand transaction and Serpas left the area in her vehicle.

 

Both suspects were immediately apprehended a short distance away.  Morgan was arrested for possession with the intent to distribute crack cocaine and Serpas was arrested for possession of crack cocaine.  The arrested subjects were transported to Central-Lock-up and booked accordingly.

NOPD Second District Investigative Unit Takes Repeat Offender off City Streets

 

New Orleans -The New Orleans Police Department’s Second District Investigative Unit continue their efforts to take repeat offenders off our city streets.  The Second District Investigative Unit arrested 50-year-old Keith Warner, wanted in connection theft, possession of stolen property and aggravated criminal damage to property.  The offense occurred on October 26, 2010, shortly after 4:00 A.M., in the 4615 of

South Roman Street
.

 

Superintendent of Police Ronal Serpas said, “The New Orleans Police Department will continue to work hand in hand with the District Attorney’s office to remove repeat offenders from our communities.”

 

On October 26, 2010, shortly before 4:00 A.M., the suspect forced entry into the victim’s residence while the victim was inside asleep and removed some of the victim’s personal belongings along with the victim’s car keys.  The suspect exited the victim’s residence and drove off in the victim’s 1999 red Honda Civic.  Once the victim woke up later that morning, he immediately notified the police to report the incident.

 

Later on, shortly after 3:00 P.M., Second District Officers Burns and Weir were on patrol when they observed the victim’s red Honda Civic parked near the intersection of Eden and South Rendon Streets.  Officers Burns contacted detectives who immediately relocated to the area and set up a static surveillance of the vehicle. 

 

A short time later, Warner got into the vehicle and drove away.  Those officers who were in the area attempted to stop Warner by activating their lights and sirens.  Warner intentionally eluded the officers and ignored their numerous commands to stop by accelerating the vehicle, driving in a reckless manner, resulting in Warner damaging the vehicle as a result of striking a pothole. Subsequently, Warner jumped from the moving vehicle and attempted to flee on foot where he was captured by surrounding officers.

 

Warner has an extreme arrest and conviction history for burglary.  Warner is currently on parole in Jefferson Parish for a burglary conviction, and has served more than 14 years in prison for burglaries ranging from New Orleans, Louisiana to Baton Rouge, Louisiana.

As a result of the officers alert and diligent work, another repeat offender has been removed from our city streets.

NOPD Seeks Suspect Wanted for Armed Robbery

New Orleans- The New Orleans Police Department’s Eighth District Investigative Unit is seeking the public’s assistance in the identification of an unknown, African-American male, wanted in connection with an armed robbery that occurred on October 13, 2010, shortly after 4:00 A.M., in the 800 block of Dauphine Street.

According to Investigators, the suspect approached the victim, brandished a handgun and demanded the victim’s purse.  Once the victim met with the suspect’s demands, the suspect fled with the victim’s purse on Dauphine Street towards Canal Street and then unknown.

As a result of the ongoing investigation, Eighth District Detective Willie Jenkins was able to retrieve video surveillance footage of the suspect using the victim’s credit card at a local gas station.

The suspect is described as an African-American male wearing a black shirt and black pants with a dark colored bandana over the lower part of his face.

Attached is a copy of the surveillance video.

NOPD’S Special Operations Division Task Force Unit Booked

22 Suspects Last Week

 

 

New Orleans- In one week’s time the Special Operations Division (S.O.D) Task Force Unit investigated 192 complaints, yielding 22 arrests for 23 Felonies, 59 Misdemeanors and 2 Municipal violations.  Officers conducted 77 vehicle stops and made 9 Traffic arrests.  The unit made 6 Narcotic cases, conducted 60 wanted checks, and made 165 pedestrian contacts. They wrote 79 reports and confiscated 34.31 grams of Marijuana. 

 

“These results could not have been this successful without the involvement of citizens who want to live in neighborhoods free of crime. We will continue to respond to their calls until everyone gets the message that crime will not be tolerated and criminals will be caught and suffer consequences for their actions” Said Superintendent of Police Ronal Serpas.

 

These results are from October 17, 2010 thru October 23, 2010.

 

On 10-14-10 Officers conducted a traffic stop in the 3300 Block of Olive Street.  A check of the driver’s name, 22-year-old Anthony Knighten revealed that he was driving on a suspended driver’s license.  Officers placed Knighten under arrest.  A search incidental to arrest revealed Knighten to be in possession of three (3) bags of marijuana. Knighten was charged with Possession of Marijuana and traffic violations.

 

    On 10-18-10 Officers conducted a traffic stop in the 1000 Block of Esplanade Ave and smelled the burning marijuana coming from the vehicle.  Officers ordered the driver, 22-year-old Jacquan Davis out of the vehicle.  As Davis exited the vehicle, he discarded a plastic bag containing marijuana to the ground.  A search incidental to arrest revealed another plastic bag containing marijuana in Davis’ right front pants pocket. The marijuana was purple marijuana.   Davis was arrested and charged with Possession of Marijuana and traffic violations.

 

 

 

     On 10-20-10 56-year-old Kenneth Jones, was located and arrested. Jones was wanted by the NOPD Child Abuse Unit for Sexual Battery (2 counts victim 1 – 1 count victim 2) the incident occurred on 8-30-10. 

 

     On 10-21-10 18-year-old Kamal Watts, was arrested at

14612 Beekman Street
. Watts was wanted by the 7th District for an Aggravated Battery by Shooting at
13410 N. Nemours Street
on 10-16-10. 

 

    On 10-21-10 17-year-old Terrell Muse, was arrested at

3136 Orleans Street
. Muse was wanted by the 7th District for an Aggravated Battery by Shooting at
8800 Bunker Hill Street
on 9-8-10.  

 

     On 10-21-10 22-year-old Deshonte Felo, was arrested at

5301Forest Park Lane
. Felo was wanted by the 4th District for an Aggravated Battery by Shooting at
3719 Timber Bluff Lane
on 10-16-10

 

     On 10-21-10 a known 16 year old Juvenile was arrested. The known juvenile was wanted for a Simple Burglary and an Aggravated Assault in the 6400 block of

Lafaye Street
. He broke into a police officers vehicle and pointed a handgun at the officer as the officer exited his home.  

      

      On 10-21-10 Officers conducted a traffic stop at the intersection of Newton and Vallette Streets.  Officers observed 20-year-old Kevin Thomas attempt to conceal a bag containing marijuana behind the front seat in the passenger compartment of the vehicle.  Thomas and his aunt, 23-year-old Ishacoyah Adeyanju were ordered out from the vehicle and placed under arrest.  A search incidental to arrest located an additional bag containing marijuana in the center console and a Smith & Wesson .40 caliber handgun near the driver’s seat.  A second weapon, a Ruger .9mm handgun, was discovered in the back seat.  Adeyanju was charged with Possession of Marijuana and Illegal Possession of a Firearm During Crime (narcotics). Thomas was charged with Possession of Marijuana.

   

   On 10-22-10 an Officer conducted a traffic stop at the intersection of Canal and Elks.  A check of the driver’s name, 26-year-old Tyrone Watts revealed that he was wanted by Jefferson Parish Sheriff’s Office.  Watts was placed under arrest.  A search incidental to arrest revealed a white piece of paper containing marijuana in Watts’ front pants pocket.  Watts was charged with Possession of Marijuana and traffic violations.

 

     On 10-22-10 Officers observed a vehicle bearing a Mississippi license plate, parked in front of

7223 Bunker Hill Road
. As they approached the vehicle from the rear, officers observed an unknown black male, later identified as 20-year-old Jermaine Mills, exit the front passenger side of the vehicle. As he noticed the officers, Mills’ appeared startled and became nervous and he quickly discarded a clear plastic bag to the ground.  Officers detained Mills and retrieved the plastic bag from the ground.  Upon closer examination the Officer observed the clear plastic bag to be open.  Inside the bag were (5) five individual clear plastic bags each containing marijuana.  Mills was placed under arrest.  A search incidental to arrest discovered an additional clear plastic bag inside the bottom of Mills’ sock.  That bag included six (6) individual clear plastic bags containing marijuana.  Mills was charged with Possession of Marijuana.

 

     On 10-22-10 Officers conducted a traffic stop at the intersection of

Haynes Blvd
and
Trapier Street
.  One of the passengers, later identified as 20-year-old Armand Williams, was in possession of a Ruger 44 Magnum revolver.  The weapon had an obliterated serial number.  Williams was placed under arrest and charged with Possession of a Firearm with an Obliterated Serial Number

 

     On 10-22-10 47-year-old Carl Primas, was located and arrested. Primas was wanted by the Child Abuse Unit for Sexual Battery and indecent Behavior with a Juvenile from 12-15-06.         

   

Since July of 2010, Officers investigated approximately 2,203 complaints, executed approximately 11 Search Warrants, made approximately 279 Felony cases, conducted approximately 934 vehicle checks, issued approximately 91citations, made approximately 62 Narcotics cases, confiscated approximately 40 guns and numerous amounts of Illegal Substances.

 NOPD Continues to Make New Orleans a Safer City through Community Crime Walk

 

 

 

New Orleans – The New Orleans Police Department’s Field Operations Bureau cordially invite you to join in our citywide community anti-crime walk.  This event provides our citizens with the opportunity to assist in combating crime as well as nurture and cultivate an increasingly positive relationship with the police and other citizens.  The walk will be held simultaneously in all police districts to show and enhance the solidarity of our efforts throughout New Orleans.

 

Superintendent of Police Ronal Serpas said, “The citizens of New Orleans are our number priority and the New Orleans Police Department is dedicated to making our great city one of the safest cities in America.”

 

The event is scheduled for October 27, 2010, at 6:30 P.M.  The media is invited and encouraged to attend. The following is a break down of the locations targeted by the districts:

 

 

FIRST DISTRICT
Start at N. Tonti and

St. Phillip Street
. Proceed river bound on Saint Phillip to North Johnson, turn uptown on N. Johnson to

in front of LoyolaUniversity.  We will begin on Saint Charles to Audubon then left on Audubon to Dominican.  From there, turn right on Dominican to Garfield. Then, turn right on Garfield to Saint Charles. Finally, turn right on Saint Charles back to LoyolaUniversity.

 

THIRD DISTRICT

We will be conducting the walk in the IndianVillage neighborhood. The walk will begin and end at the intersection of Old Gentilly Boulevard and

Iroquois Street
and take participants throughout the neighborhood.

 

FOURTH DISTRICT
Meet at Tullis and Timber Ridge. Take the 1st street

Meadowpark Lane south

We will travel down Midpoint to Beaver, Beaver to Aspodel, Aspodel to Fernley, Fernley to Bullard, then back to Midpoint.

6th District - Shooting Investigations

Members of the Sixth District Investigations Unit are currently investigating two shootings which occurred on Saturday, 10/23/2010. A gist of each incident is included below.

 

Shooting (Domestic)– 1900 blk Annunciation – 10/23/10 at 4:45pm

On 10/23/10 at 445pm, Sixth District officers were dispatched to Touro/> Hospital/>/> in reference to a shooting victim that arrived in the Emergency Room.  During the course of the investigation, officers learned the male victim was involved in an altercation with his girlfriend at their residence in the 1900 blk of Annunciation. During the altercation, the perpetrator (Shana Martin, Black Female, date of birth 10/1/68)  retrieved a handgun from her bedroom and fired one round, striking the victim in his abdomen. 

 

Detectives were able to arrest Shana Martin without incident and they retrieved the firearm used in the shooting.  For a photo of Martin, or to follow the progression of this case in the court system, you can log onto the Sheriffs Office website at www.opcso.org and select "Inmate Query" or "Docket Master" from the menu.

 

Shooting – 3100 Erato– 10/23/10 9:43pm

On 10/23/10, at 9:43pm, Sixth District officers responded to a call of “shots fired” in the 3100 block of

Erato Street. Detectives arriving on the scene learned the following during their investigation:

A large party took place at the newly opened Crescent City Boxing Gym, located at 3101 Erato.  The party was attended by approximately 100 teenagers. State Agents from the Louisiana Alcohol and Tobacco Control (ATC) were hired by the gym to proved security for the party.  The agents informed investigating NOPD Detectives that at 9:40pm, a large fight took place involving 10-15 teenagers inside the building.  The agents escorted 2 subjects outside that were involved in the fight. While escorting these subjects,  they heard several gunshots.  The agents checked the area for victims and perpetrators, at which time they located 3 victims suffering from gunshot wounds.  No perpetrators were located.  The three teenagers were transported to University/> Hospital by EMS./>/>

Detectives learned 3 additional victims were shot and transported to area hospitals by private conveyance, for a total of 6 victims.

The incident occurred October 5, 2010, at about 10:30 A.M., in the 10300 block of Plainfield Street. According to investigators, the victim upon returning to the residence discovered that a spool of electrical wire was missing. He also observed that the remaining wire in the residence had been cut and was missing. He further observed that a window in the rear of the residence was broken. As a result of the ongoing investigation, Seventh District Detectives were able to retrieve surveillance pictures from a camera that was inside of the residence. Photos of the suspects that were captured on the surveillance camera have been added to this release in the form of an attachment. Suspects Wanted for Theft

 

 

New Orleans – Members of the New Orleans Police Department are requesting the public's assistance in locating and identifying multiple African-American males wanted in connection with a theft of a motorcycle.  The offense occurred on September 29, 2010, at approximately 4:30A.M., in the 500 block of

Lake Marina Drive
.

 

According to investigators, the suspects entered the property and stole a 2008 blue Kawasaki motorcycle.  The suspects put the motorcycle into a vehicle before fleeing the area in an unknown direction.

 

The vehicle is described as a white Ford Econoline Cargo van with the license plate located under the passenger side rear window.

 

Third District Detective Christopher LaBorde is in charge of the investigation and can be reached at 658-6030.

 

Photos of the suspect were captured on a video surveillance camera and have been sent with this release in the form of an attachment.

 

Citizens with information that can help solve this crime are asked to call CRIMESTOPPERS at 822-1111 or toll-free 1-877-903-STOP(7867).  Callers could receive a reward of up to 2,500 dollars for information leading to the arrest and indictment of the responsible person and they do not have to give their name nor testify to receive the reward.

NOPD Employee Satisfaction Survey Shows

Most Cops Enjoy Their Job and Want More Training

NEW ORLEANS/>/> – The New Orleans Police Department completed an employee survey that shows high levels of job satisfaction but reveals a desire for more training and better equipment.

Superintendent of Police Ronal W. Serpas/> administered the survey to discover what areas the NOPD personnel found to be satisfactory and what areas need improvement.

“I want to know how our rank and file feel about their jobs so we can make adjustments to build a better department. I intend to measure this regularly and manage each category for improvement. The goal is to create the best police department we can be, to serve the best city in the country,” said Superintendent of Police Ronal W. Serpas/>. 

The survey was divided into five categories: satisfaction; management and supervision; employee relations and environment; ethics fairness and standards; and training and equipment. The highlights from each category are as follows

Satisfaction

·    76% of respondents agree or strongly agree that their job is interesting, rewarding and enjoyable.

·    95% of respondents agree or strongly agree that the work they do is important.

·    81% of respondents agree or strongly agree that they enjoy their work.

·    69% of respondents agree or strongly agree that NOPD employees work as a team.

·    54% of respondents agree or strongly agree that their co-workers continually strive to improve the way they do things.

·    54% of respondents agree or strongly agree that the NOPD is a good place to work.

·    62% of respondents agree or strongly agree that in general, they are satisfied with their jobs.

·    74% of respondents agree or strongly agree that their supervisors are fair

·    69% of respondents agree or strongly agree that their supervisors are sufficiently skilled.

·    58% of respondents agree or strongly agree that their supervisors welcome new ideas from employees.

·    65% of respondents agree or strongly agree that their supervisors lead by a positive and professional demeanor

Employee Relations and Environment

·    45% of respondents agree or strongly agree that they receive recognition or praise for good work.

·    46% of respondents agree or strongly agree that new ideas and methods for improvement are viewed positively by their superiors.

·    45% of respondents agree or strongly agree that they have someone at work they can talk to when they are stressed.

Ethics, Fairness and Standards

·    58% of respondents agree or strongly agree that the NOPD values truthfulness throughout the organization and in all behavior.

·    70% of respondents agree or strongly agree that their co-workers value treating citizens with respect and professional service.

·    62% of respondents agree or strongly agree that the NOPD is committed to high standards of work and service to the community.

·    Only 6% of respondents agree or strongly agree that they feel pressure by co-workers to do things that are unethical or dishonest.

Training and Equipment

·    57% of respondents agree or strongly agree that the NOPD should add training days to the police academy.

·    78% of respondents agree or strongly agree that the NOPD should improve the training for the Academy Recruits.

·    89% of respondents agree or strongly agree that the NOPD should improve training for Field Training Officers.

·    79% of respondents agree or strongly agree that the NOPD should improve In Service Training.

·    32% of respondents feel like they don’t have the equipment they need to do their jobs.

“We have already begun to address some of the dis-satisfiers that we knew about and will begin to solve for the ones that we discovered through this survey. We are in the process of finalizing new transfer and assignment policies that address the complaints of miscommunication about criteria for assignments to specialized or investigative units. The goal is for employees to feel like those assignments are given fairly. We’re also in the process of overhauling our annual in-service training to premiere in 2011 wherein each employee will have a 40 hour block of in-service training up from the current 26 hours,” said Serpas.

A complete overhaul is under way for the NOPD’s Recruit in-service training as well. Moving forward, both in-service training and recruit training will take into account national “best practices.” And the NOPD is advancing its training for District Officers and Detectives by utilizing funding through the Department and private sources to provide real time skills training in 2010 and 2011.

The science behind the survey:

The NOPD chose a Confidence Level of 99% and an MOE (Margin of Error) of 5% to determine the sample size needed for the NOPD Employee Survey. The calculation suggests that a total of 478 completed surveys (out of the 1,742 attempted) would be needed to reach such levels of confidence. This means that if 478 surveys are completed, the NOPD can be 99% confident that the findings fall within the MOE. For example, if 70% of the respondents indicate high levels of employee satisfaction, the NOPD can be 99% confident that the percentage of employees who feel that way in the population is between 65% and 75%.

 

For this survey, the NOPD exceeded the number needed for such levels of confidence by collecting a total of 548 completed surveys. Further, in order to adequately represent the views of both sworn and non-sworn personnel, the NOPD hoped to obtain 406 completed surveys from sworn personnel and 72 from non-sworn. The final collection yielded 467 completed surveys from sworn employees and 81 from non-sworn. The high level of participation in the survey was more than enough to validate the accuracy of the results.

S.O.D. Task Force Unit Booked 23 Suspects Last Week

 

The Special Operations Division Task Force Unit investigated 144 complaints, made 23 arrests for 29 Felonies, 65 Misdemeanors and 3 Municipal violations.  Officers conducted 70 vehicle stops and made 1 Traffic arrest.  The unit made 1 Narcotics case, conducted 97 wanted checks and made 146 pedestrian contacts. They wrote 93 reports and confiscated   1.0 gram of Crack Cocaine.  These results are from October 10, 2010 thru October 16, 2010.

 

Chief Serpas said, “The devotion these officers display for their work can be measured in the totality of the results they obtain”.   

 

    On 10/11/10, Officers conducted a traffic stop in the 3000 block of

General Pershing Street
. Officers checked the driver’s name, 44-year-old Janet Mimitte, and learned she had an outstanding warrant from Jefferson Parish and was placed under arrest.  Once at Central Lockup, a more thorough search by a female Deputy discovered that Mimitte had concealed on her person, three wrapped plastic bags which contained an off-white rock like substance. The substance was field tested and determined to be crack cocaine.  Mimitte was charged with Possession of Crack Cocaine, Fugitive from Jefferson Parish, and Possession of Contraband in Jail.

 

    On 10/11/10, a known 16 year old African American male was wanted for Simple Robbery at

4835 Corinne Street
on 10-8-10.  He was arrested at
5316 Michoud Blvd.

 

    On 10/13/10, 35-year-old Shawne Jackson was wanted by the Sex Crimes Unit for Forcible Rape and Oral Sexual Battery at

2000 Lakeshore Drive
on 4-11-00.  Jackson was additionally charged with Forcible Rape in a separate incident which occurred at
2500 Pauger Street
on 8-18-00.  DNA testing identified Jackson as the perpetrator.  Jackson was arrested at
7304 Mistletoe Street, Metairie, La.
; he was booked in Jefferson Parish and then transported to New Orleans.

 

  On 10/13/10, 21-year-old Michael Williams was wanted by the Sex Crimes Unit for Forcible Rape at

5131 Bundy Road
on 5-12-10.  Through their investigation the Violent Offenders Warrant Squad Detectives located Williams, who is currently enlisted in the Army at Fort Knox Army Base.  The military police were notified and Williams was taken into custody. 

 

   On 10/14/10, 24 year-old Kenneth Clark was arrested by the Violent Offenders Warrant Squad and U.S. Marshals for murder in Jefferson Parish. He was located at

1110 L.B. Landry Street
and turned over to the Jefferson Parish Sheriffs Office.

 

   On 10/14/10, 45-year-old Trent Bunn was wanted for Aggravated Battery at

6000 Chef Hwy Apt# 247
.  Bunn turned himself in at lockup and was booked accordingly.  

 

  On 10/15/10, 19-year-old Kentay Lamothe was wanted for Attempted Murder in the 1900 block of

Shady Tree Lane
on 8-5-10.  Lamothe was arrested at 6364 Woodland.  

 

  On 10/15/10, 21-year-old Dylan Rosevear was wanted by the Sex Crimes Unit for Simple Rape at

6401 Willow Street
on 10-10-10.  Rosevear was arrested at
934 Lowerline Street
.

    On 10/15/10, Members of The Special Operations Division Tactical Platoons conducted an undercover operation in the 200 block of

North Miro Street
.  Officers were in the alley of
214 North Miro Street
, when they observed a 15 year old African American male, walking towards them from
Bienville Street
.  The juvenile approached them and asked them what they were doing.  One undercover officer stated “nothing”.  The juvenile asked “what are ya’ll waiting for”?  The undercover officer stated “nobody”.  The juvenile then proceeded toward the rear of the residence at a quick pace.  One of the undercover officers observed that the juvenile had a semi-automatic handgun in his left hand behind his back.   By this time one of the undercover officers was in front of the residence on the sidewalk.  The second undercover officer had also walked up to the location.  The juvenile then showed the undercover officer the gun and in a threatening matter stated “What’s up”.  The second undercover officer observed what was happening and called for additional units.  The known juvenile observed marked police units approaching and fled on foot towards the rear of the house at
214 North Miro Street
. After a brief foot pursuit, Officers apprehended the juvenile. Officers recovered the weapon and found it to be a blue steel Lorcin, 32 Caliber loaded with seven .32 caliber rounds.  Officers checked the weapon thru N.C.I.C. and learned that it was reported stolen in Jefferson Parish.   The juvenile was charged with Illegal Carrying of a Weapon, Aggravated Assault (2 counts), Resisting Arrest and Possession of Stolen Property.

  On 10/16/10, 22-year-old Kevin Mundy was wanted for Residence Burglary at

5501 Tullis Dr.
Apt H 107 on 9-18-10.  Mundy agreed to meet officers at 5501 Bundy to surrender himself.  Mundy was placed under arrest and transported to lockup.

 

Since July of 2010, Officers investigated approximately 2,011 complaints, executed approximately 11 Search Warrants, made approximately 256 Felony cases, conducted approximately 857 vehicle checks, issued approximately 79 citations, made approximately 56 Narcotics cases, confiscated approximately 37 guns and numerous amounts of Illegal Substances.

Civil Service Approved Superintendent Serpas’ Unprecedented Request for Enhanced New Recruit Requirements 

New Orleans, La.- In a historic development for the New Orleans Police Department, Superintendent of Police Ronal Serpas today announced that the New Orleans Civil Service Commission has approved the NOPD’s request to require as a minimum qualification of 60 college credit hours (general accredited hours) earned from an accredited college or university to make application to be a Police Recruit.  The only exception to this minimum requirement would be two years of successful military service. These changes are immediately effective.
 
The NOPD and the Civil Service Department will re-open the currently closed Police Recruit Application process on November 29, 2010, with a scheduled Police Recruit examination set for December 18, 2010.
 
Other noteworthy changes: the written exam and the “scenarios” based testing for Police Recruit will be updated and in place by December 1, 2010, the first re-write of these exams in over a decade; candidate’s will have to wait six months if they are unsuccessful before they can reapply, up from the current three months; a timed long distance run has been added, and other additional physical testing increased standards as well.
 
Superintendent Serpas stated, “Today the Civil Service Commission officially approved our request to require 60 hours of college credit as a minimum qualification for Police Recruits as well as an update of the police recruit testing steps and enhanced physical fitness test.  We appreciate the Commission’s prompt action and agreement with these necessary enhancements to our recruiting efforts.”  

“Enhancing the entry level requirements of Police Recruits is a key component of the transformation of the NOPD that Mayor Landrieu and I have committed to deliver to our community,” Serpas said.

Murder Investigation

 

 

New Orleans, LA This morning, members of the New Orleans Police Department are investigating the apparent shooting death of a 77-year-old local male.  The name of the victim is being withheld pending notification of family members.  The offense occurred at approximately 7:10 A.M., in the 2000 block of

Toledano Street
.  

 

According to investigators, Sixth District officers responded to a call of a “male shot” and upon their arrival, found the victim inside of a white four door Ford Crown Victoria that had been shot.  Emergency Medical Paramedics arrived on the scene and pronounced the victim dead. 

Homicide Detectives canvassed the area for witnesses, suspect(s) and a motive.  Homicide Detective Antonio Sosa is in charge of the investigation and is investigating information given by the citizens in the neighborhood.  Detective Sosa can be contacted at 658-5300.    

 

Citizens with information that can help solve this crime are asked to call CRIMESTOPPERS at 822-1111, toll-free 1-877-903-STOP(7867). You could receive a cash reward of up to $2,500 for information leading to the arrest and indictment of the responsible person(s). New Orleans, LA. - Superintendent of Police Ronal W. Serpas welcomes our community to participate in the Police Station Visitors Week.  The New Orleans Police Department and the Vera Institute of Justice will participate in starting October 18th through the 24th.

 

Serpas said, “This is a great opportunity for the community to visit our Police District Stations and get to know the officers that protect them”.

 

The Vera Institute of Justice is an international project organized to strengthen the relations between the police and local communities, to assess the quality of services delivered in the participating police departments, to identify and share some of the best practices in use by police.

 

 During Police Stations Visitors Week (PSVW), the Vera Institute of Justice (Vera) invites community groups to contact local police stations to schedule a short visit. Visiting groups are small and prepared to engage professionally with police officers.  Visitors use a standardized assessment tool known as the "kit" to objectively quantify and compare their experiences to those of fellow visitors over the world.

6th Dist Email Blast / DWI Checkpoint Results

The New Orleans Police Departments Traffic Division conducted a sobriety checkpoint within the Sixth District at the location of Tchoupitoulas and Henderson Street.  A total of 549 vehicles passed through the checkpoint.  81 Field Sobriety Test were administered resulting in 5 DWI arrest.  Additionally, 29 citations were issed to motorist for violations observed during the checkpoint.

NOPD Re-Opening Several Sex Crime Cases

 

NEW ORLEANS – Based on an independent review by the Louisiana Commission on Law Enforcement (LCLE) of cases involving potential sex crimes, the New Orleans Police Department has re-classified and re-opened sex crime cases and assigned them for aggressive follow-up investigation. It has also initiated steps to ensure that future cases are classified more accurately.

In June, Superintendent Ronal W. Serpas instructed Commander Paul Noel to review what appeared to be an inordinate number of “signal 21 - miscellaneous incidents,” being classified by detectives in that unit.  It was determined that an impartial review of these cases was required to ensure that these cases were being classified correctly.  As such, Superintendent Ronal Serpas called upon the Uniform Crime Reporting (UCR) section of the Louisiana Commission on Law Enforcement (LCLE) to review the signal 21 - miscellaneous incidents from 2009.

“This is an example of how we will continue to identify areas for improvement and ask for impartial review of the department and its procedures to achieve better outcomes,” said Serpas. “We will continue to be transparent and forthcoming about the steps we’re taking to earn the trust of the citizens of New Orleans.”

The LCLE reviewed ninety-three (93) Sex Crimes cases that were listed as a signal 21 – miscellaneous incident. In the review, the LCLE revealed nine (9) of the ninety-three (93) cases (or about 10%), could have been submitted to the LCLE as Forcible Rape or Attempted Forcible Rape, according to UCR guidelines.

While the remaining cases did not meet UCR guidelines for Forcible/Attempted Forcible Rape, about twenty-one (21) additional cases (or about 23%), could have been coded and scored as a different UCR reportable offense rather than as a miscellaneous incident. Examples would include the forcible rape of a male victim, an oral sexual battery, or an assault.

“The changes we are making in documenting and investigating sex crimes will ensure that victims of these crimes will receive the respect and care they deserve. This is one of many steps we are taking to be the best police force we can be,” said Serpas.

October 13, 2010 New Orleans Police Seeking 2 Unknown Females for Shoplifting New Orleans, LA. - Members of The New Orleans Police Department are requesting the public’s assistance in locating and identifying two female suspects wanted in connection with a shoplifting. The offense occurred October 8, 2010, approximately 6:30 P.M., in the Ideal Market in the 200 block of South Broad Street. According to investigators, the suspects entered the store and concealed 18 cans of Enfamil baby formula under a baby blanket and exited the store. Both suspects entered a dark green Dodge Intrepid and fled south on Palmyra Street then unknown. The suspects were captured on the stores security surveillance system. A copy of the CD can be picked up from Police Headquarters Juvenile Division any day 24 hours. Instructions to operate the CD: In the video, on Camera 8 at 18:37.13 you will see the back of one female suspect with a dress. At 18:38 both female suspects, one in a dress and the second carrying a baby walking towards the camera. On camera 5 at 18:36 the female suspect is carrying a baby. On camera 17 at 18:36.55 the female suspect is carrying a baby and walking towards the camera. First District Detective Kris Vilen is actively working the case and following up on leads given by our citizens. Proactive Districts Narcotics and Task Force Units Weekly Success  

 

The Proactive Narcotics and Tasks Force Units reported that they investigated approximately 1,384 complaints.  They conducted 11 Search Warrants, investigated 58 Felony cases, 681 Vehicle Checks resulting in 276 citations, and 52 Narcotics cases.  They confiscated 14 guns and numerous amounts of Crack, Marijuana, Crack Cocaine, Powder Cocaine, and Heroin.  These results are from October 3, 2010 thru October 9, 2010.

 

Serpas said, “It’s the hard work and dedication that our officers and detectives do everyday, with the assistance of our citizens giving the information that make these good cases, and as a result, these criminals are off the streets making our community a safer place to live.”    

 

First District Narcotics and Task Force Units investigated 142 complaints, 3 hot line complaints, made 50 arrests including 2 juveniles for 7 felony, 54 Misdemeanor, 7 Municipal violations and 1 Curfew violator.  The units wrote 20 reports, made 300 pedestrian contacts, 7 field interviews, stopped 174 vehicles, wrote 79 citations and made 10 traffic arrests.  They made 13 Narcotics cases, and confiscated Marijuana, Crack Cocaine and an illegal pill.              

 

Second District Narcotics and Task Force Units investigated 330 complaints, 3 hot line complaints, made 48 arrests including 2 juveniles for 7 felony, 54 Misdemeanor, and 7 Municipal violations.  They made 333 pedestrian contacts, 58 field interviews, wrote 62 reports, conducted 185 vehicle stops, issued 25 citations and made 12 traffic arrests.  The units conducted 3 wanted checks, 2 search warrants, made 7 narcotics cases, and confiscated Marijuana, Crack Cocaine and seized $318.00 in cash.         

 

 

Third District Narcotics and Task Force Units investigated 154 complaints, 4 Crimestopper’s Tips, arrested 33 persons including 1 juvenile for 2 Felony, 35 Misdemeanors, 5 Municipal and 3 curfew violators.  The units made 36 pedestrian contacts, 129 field interviews, and wrote 39 reports.  They made 91 vehicle stops, issued 84 citations and made 21 traffic arrests.  The units conducted 4 wanted checks, 1 Search Warrant, and made 2 narcotics cases confiscating Marijuana.

Officers Max Schuler, Michael Voltolina and Christopher Johnson were assigned to the high school football coverage at Pan American Stadium.  These officers along with Recovery School District Officers were alerted that a 15 year old student had a handgun in his school bag.  The officers approached the subject, detained him and did in fact learn that he had a blue steel .357 revolver inside of his book bag.                                                                                                                                                       

Fourth District Narcotics and Task Force Units investigated 115 complaints, 2 hot line complaints, arrested 40 persons for 13 felony, 40 Misdemeanor, and 7 Municipal violations.  They conducted 58 vehicle stops, issued 8 citations, made 1 traffic arrest and wrote 38 reports.  They conducted 26 field interviews, 102 pedestrian contacts, executed 2 search warrants, made 16 narcotics cases, and confiscated 2 guns, Cocaine, Crack Cocaine, Marijuana, illegal pills and seized $592.00 in cash.   

 

Fifth District Narcotics and Task Force Units investigated 96 complaints, 1 hot line complaint, made 6 Felony, 6 Misdemeanor, and 3 Municipal cases resulting in 12 arrests.  They conducted 34 vehicle checks, issued 10 citations, made 4 traffic arrests and wrote 19 reports.  The units conducted 4 wanted checks, made 81 pedestrian contacts, and 22 field interviews.  They made 5 narcotics cases and confiscated 5 guns Marijuana, Heroin, illegal pills and seized $296.00 in cash.

Officers arrested 3 subjects for guns in three separate stops.  One subject was a felon with a firearm. He was arrested at Piety and Pleasure Streets and was apprehended with a 357 handgun.  Officers arrested a subject at Painters and North Tonti Streets and recovered a 32cal handgun.  One subject was arrested for drugs and a gun in the 1100 block of

Louisa Street
where they recovered a 9mm handgun.  

                                                                                               

Sixth District Narcotics and Task Force Units investigated 144 complaints, 1 hot line complaint, made 10 Felony, 15 Misdemeanor, and 3 Municipal cases resulting in 18 arrests.  They conducted 28 vehicle checks, issued 14 citations, made 4 traffic arrests and wrote 22 reports.  The units conducted 9 wanted checks, made 43 pedestrian contacts, and 23 field interviews.  They made 7 narcotics cases and confiscated Marijuana, Crack Cocaine, Crack, Heroin and seized $769.00 in cash.                                                                                                Officers Brandon Coleman and Randolph Daniel where on proactive patrol and observed a subject at St. Andrew and Magnolia Streets that matched the photo of a suspect wanted for a shooting that occurred in the Sixth District.  Officers Coleman and Daniel identified and apprehend 24-year-old Michael Lewis wanted for a shooting in the Sixth District last month.  Officer Lucretia Gantner conducted a traffic stop at Calliope and Carondelet Streets for traffic violations and found the driver, 23-year-old Justin Ribondo, had a suspended driver’s license and a warrant from Gretna PD.  

 

 

During a search incidental to arrest Officer Gantner located a bag of marijuana (5g) in Mr. Ribandos right front pants pocket. Mr. Ribando was arrested for possession of marijuana and the traffic violations.

Detectives conducted a controlled purchase from

2226 St. Thomas Street
.  Detectives conducted a follow up surveillance resulting in the successful arrest of a narcotic purchaser from the residence.  Detectives executed the warrant and successfully apprehended the main target of the investigation 23-year-old David Smith.  Detectives successfully seized 4.2 grms of crack cocaine from the location as well as a Mossberg .20 gauge shotgun, with the barrel shortened, a .38 cal Colt revolver, and $492.00 in currency.

                                                                                                                                                                         

Seventh District Narcotics and Task Force Units investigated 208 complaints, 2 hot line complaints, and 3 previous complaints.  They made 15 arrests including 1 juvenile arrest for 3 Felony, 9 Misdemeanor, 2 Municipal violations and 4 Truant violators.  They made 125 pedestrian contacts, 121 field interviews and wrote 11 reports.  The units stopped 68 vehicles, wrote 11 citations, and had 3 traffic arrests.  They made 1 wanted check, executed 2 search warrants, made 2 narcotics cases confiscating, Marijuana, and seizing $170.00 in cash.

 

Eighth District Narcotics and Task Force Units investigated 195 complaints, 4 hot line complaints, arrested 26 persons for 2 felony, 7 Misdemeanor, 22 Municipal violations and issued 6 summons.  They conducted 129 field interviews, 123 pedestrian contacts, wrote 12 reports, conducted 43 vehicle checks and issued 45 citations.  They conducted 14 wanted checks, made 1 narcotics case, confiscating fake narcotics.                      

The units made 1 buy bust narcotic case confiscating fake narcotics, 5 prostitute cases, 11 municipal arrests with all subjects having violent histories such as armed robbery, aggravated battery, aggravated assault and weapons charges. They investigated 4 Crimestopper’s Tips and two complaints of narcotics activity.

                                                                                                                                                            

The Narcotics and Task Force Units began in July of 2010 and have investigated approximately 18,265 complaints, executed approximately 101 Search Warrants, made approximately 661 Felony cases, conducted approximately 6,655 vehicle checks, issued approximately 2,651 citations, made approximately 572 Narcotics cases, confiscated approximately 129 guns and numerous amounts of Illegal Narcotics.

S.O.D. Task Force Unit Booked 13 Suspects Last Week

 

 

The Special Operations Division Task Force Unit investigated 184 complaints, made 13 arrests for 16 Felonies, 42 Misdemeanor and 6 Municipal violations.  Officers conducted 76 vehicle stops, issued 2 citations and made 6 Traffic arrests.  The unit made 5 Narcotics cases, conducted 63 wanted checks, and made 141 pedestrian contacts. They wrote 69 reports, confiscated 393.13 grams of Marijuana, and 38.2 grams of powdered Cocaine and 1.97 grams of Crack Cocaine.  These results are from October 3, 2010 thru October 9, 2010.   

Chief Serpas said "This is an example of the commitment that officers have to continue working hard to make this a safer city to live in".

on October 4, 2010.  Officers observed Williams standing under a street light examining a clear plastic bag which was later found to contain a green vegetable matter believed to be marijuana.  Williams, upon observing the officers approach his direction, immediately clenched the clear plastic bag and fled onto a porch in the block.  Once on the porch, he discarded the clear plastic bag.  Officers retrieved the bag which contained four plastic zip lock baggies containing marijuana.  Williams was placed under arrest and charged with Possession with Intent to Distribute Marijuana.   A name check revealed that Williams was also wanted on a Municipal Attachment for Marijuana.  Officers also confiscated $223.00 in U.S. currency from Williams.

 

Officers arrested 32-year-old Antwaine Catchings, at the intersection of Bienville and North Robertson Streets on October 8, 2010. Officers conducted a traffic stop and Catchings who was a passenger in the vehicle, attempted to hide something under his seat.  The officers immediately ordered all occupants out of the vehicle for officer safety.  Officers discovered a large clear plastic bag containing several smaller plastic bags.  The smaller bags each contained a white powdered substance consistent with that of powdered cocaine.  Catchings was placed under arrest and charged with Possession with Intent to Distribute Powdered Cocaine.  The driver was cited accordingly for traffic violations and released. Catchings is currently on Federal Probation for Narcotics.  Officers also confiscated $243.00 in U.S. currency from Catchings.

 

On October 5, 2010, Officers were traveling on

Piety Street
approaching
Marais Street
, when they observed a subject discard an unknown object.  The officers detained the suspect, who was later identified as a juvenile.  The officers located the object and found it to be a small plastic bag containing marijuana. The juvenile was then placed under arrest and transported to the Juvenile Division.

Officers received information from a confidential informant that a male subject was selling illegal narcotics from

513 South Scott Street
.  After an investigation into the complaint, Officers obtained a search warrant.  Members of the Tactical Second Unit executed a narcotics search warrant at that location on October 6, 2010. After the execution of the warrant, 23-year-old Courtney Miller was arrested for Possession with Intent to Distribute Marijuana after Officers recovered 285 grams of Marijuana from his residence.

 

On October 8, 2010, Officers conducted a traffic stop in the 1600 block of

LaSalle Street
. A name check of the driver, 25-year-old Rickey Montegut, revealed that he was wanted on an outstanding warrant for Distribution of Marijuana. He was arrested for the Distribution of Marijuana Warrant and traffic violations. 

 

On October 8, 2010, 24-year-old Euell Sylvester was wanted for an Armed Robbery at

2600 Gravier Street
that occurred on September 8, 2010.  Sylvester was arrested at
2600 Gravier Street
on October 4, 2010.

 

On October 5, 2010, a 16-year-old juvenile was wanted for an attempted armed robbery at

1427 N. Claiborne Avenue
, on September 21, 2010.  The juvenile was arrested on October 5, 2010, at
2816 St. Louis Street
and then transported to the Juvenile Division.

 

On October 7, 2010, 18-year-old Brandon Davis was wanted for an Armed Robbery at

1521 Creek Street
, on September 29, 2010.  Davis was arrested on October 7, 2010, at 12151 I-10 service Road. A 12 gauge Mossberg & Sons shotgun (Stolen from Jefferson Parish), Crack Cocaine and Marijuana were located on the scene. 

 

Twenty two year old Eric Evans arrived at the location and confessed to the drugs and shotgun and was arrested for those charges.  His personal identification card was in the shoe box which contained the drugs. A search warrant was executed at the location.

 

 On October 7, 2010, 42-year-old Ha Ngoc Nguyen was wanted for Second Degree Murder. The incident occurred at

14401 Peltier Drive
on June 27, 2010.  Nguyen was arrested on October 7, 2010; at
14211 Chef Hwy.
Nguyen was transported to the Homicide Division and booked accordingly.

 

 Since July of 2010, Officers investigated approximately 1,867 complaints, executed approximately 11 Search Warrants, made approximately 227 Felony cases, conducted approximately 787 vehicle checks, issued approximately 79 citations, made approximately 55 Narcotics cases, confiscated approximately 36 guns and numerous amounts of Illegal Substances.

MURDER INVESTIGATION

 

 

New Orleans, LA - Members of the New Orleans Police Department are investigating the apparent shooting death of an unidentified male. The offense occurred at approximately 5:00 P.M., in the 1700 block of

North Rocheblave Street
.

 

According to investigators, First District officers responded to a call of a “male shot” and upon arrival found the victim on the driver’s seat inside of a silver Infinity automobile, with multiple gunshot wounds to the body.  Emergency medical technicians were summoned to the scene where he was pronounced dead.

   

Currently, investigators are in the process of gathering evidence and information to identify the person(s) involved in this incident, as well as a motive.  Homicide Detective Michael Cochran is in charge of the investigation and can be reached at 658-5300.

New Orleans, LA - Members of the New Orleans Police Department Homicide Division arrested 19-year-old Demond Taylor and 26-year-old Terrance Nobles in connection with the shooting death of a 18-year-old local male.  The offense occurred shortly before 10:00 P.M., in the 7000 block of

Salem Drive

According to investigators, Seventh District officers responded to a call of a "male shot”, and upon their arrival found the victim lying in the street suffering from apparent multiple gunshot wounds to the body. Emergency medical technicians were summoned to the scene where the victim was pronounced dead.

          

As a result of the on going-investigation, Homicide Detective Desmond Pratt identified Demond Taylor and Terrance Nobles as responsible for the murder and obtained an arrest warrant. 

 

Taylor was arrested on Sunday, October 11, 2010 at Police Headquarters and booked with Second Degree Murder.  Nobles was arrested today at Police Headquarters and booked with Second Degree Murder.

              Shooting Suspects Sought

New Orleans/>, LA/>/> - New Orleans Police have issued an arrest warrant for 24-year-old Michael Lewis and 28-year-old Milton Issac, wanted in connection with the shooting that occurred on September 15, 2010, at the intersection of Second and South Prieur Streets.

According to investigators, Sixth District officers responded to a call of a shooting and upon their arrival, found the victim suffering from an apparent gunshot wound to the body.  The victim was transported to a local hospital where he was listed in stable condition. 

  

As a result of the follow-up investigation, Sixth District Detective Kristen Krzemieniecki positively identified Michael Lewis and Milton Issac as the persons responsible for the shooting.  Detective Krzemieniecki secured an arrest warrant for Michael Lewis for (1) count of aggravated battery by shooting and Milton Issac for (1) count relative to Principal to Aggravated Battery.

New Orleans, LA - The New Orleans Police Department is requesting the public’s assistance in locating 27-year-old Leslie Morgan, who last spoke to her mother, on Sunday September 26, 2010.

 

According to her mother, Leslie Morgan was in the process of moving from her present residence at

319 Eliza Street
. Her mother further stated that she attempted to contact her via phone, but was unsuccessful.  Her mother also stated that it is uncharacteristic of her daughter not to be seen or heard from.  Her mother finally stated that she had checked at local hospitals and jails for her daughter, but did not locate her.

   

Leslie Morgan may be driving a 2 door 1997 maroon Chevy Blazer bearing Louisiana plate RLK876. 

 

Leslie Morgan is described as an African- American female, approximately 130 lbs, approximately 5’9”, with brown hair (maybe dyed black) possible shoulder length and brown colored eyes.

Proactive Districts Narcotics and Task Force Units Weekly Success  

 

The Proactive Narcotics and Tasks Force Units reported that they investigated approximately 1,679 complaints.  They conducted 4 Search Warrants, investigated 41 Felony cases, 648 Vehicle checks resulting in 255 citations, and 49 Narcotics cases.  They confiscated 9 guns and numerous amounts of Crack, Marijuana, Crack Cocaine, Powder Cocaine, and Heroin.  These results are from September 26, 2010 thru October 2, 2010.

 

First District Narcotics and Task Force Units investigated 192 complaints, 4 hot line complaints, made 56 arrests for 17 felony, 26 Misdemeanor, 13 Municipal violations and 1 Curfew violator.  The units wrote 37 reports, made 316 pedestrian contacts, 13 field interviews, stopped 154 vehicles, wrote 57 citations and made 10 traffic arrests.  They made 13 Narcotics cases, confiscated 2 guns, and Marijuana.            

 

Second District Narcotics and Task Force Units investigated 485 complaints, made 32 arrests for 1 felony, 31 Misdemeanor, and 22 Municipal violations.  They made 342 pedestrian contacts, 72 field interviews, wrote 36 reports, conducted 187 vehicle stops, issued 51 citations and made 19 traffic arrests.  The units conducted 8 wanted checks, made 2 narcotics cases, confiscated Marijuana, and seized $5,800.00 in cash.         

 

Third District Narcotics and Task Force Units investigated 155 complaints, arrested 21 persons for 1 Felony, 24 Misdemeanors, and 3 Municipal violations.  The units made 48 pedestrian contacts, 112 field interviews, and wrote 110 reports.  They made 102 vehicle stops, issued 77 citations and made 14 traffic arrests.  The units conducted 1 Search Warrant, and confiscated Marijuana and Crack Cocaine.   

                                                                                                                                              

Fourth District Narcotics and Task Force Units investigated 147 complaints, arrested 23 persons for 5 felony, 36 Misdemeanor, and 1 Municipal violation.  They conducted 65 vehicle stops, issued 19 citations, made 5 traffic arrests and wrote 43 reports.  They conducted 25 field interviews, 63 pedestrian contacts, made 6 narcotics cases, confiscated 2 guns, Cocaine, Crack Cocaine and seized $611.00 in cash.   

 

Fifth District Narcotics and Task Force Units investigated 115 complaints, 9 hot line complaints,   made 6 Felony, 10 Misdemeanor, and 1 Municipal case.  They conducted 42 vehicle checks, issued 10 citations, made 3 traffic arrests and wrote 16 reports.  The units made 5 Narcotics case, made 52 pedestrian contacts, 69 field interviews, and confiscated Marijuana and Crack Cocaine.                                                                                             

Sixth District Narcotics and Task Force Units investigated 214 complaints, had 1 hot line complaint, made 29 arrests for 7 felony, 17 Misdemeanor, and 13 Municipal violations.  They made 82 pedestrian contacts, 43 field interviews, wrote 33 reports, had 15 old complaints, conducted 41 vehicle stops and wrote 12 citations.  The units conducted 7 wanted checks, made 16 narcotics cases, confiscated 3 guns, Marijuana, Heroin, Cocaine, Crack Cocaine and seized $214.00 in cash.

Sixth District Detectives conducted a narcotic surveillance resulting in a successful arrest of a narcotic purchaser from

2011 Washington Ave.
  Detectives secured and executed a search warrant at
2011 Washington Avenue
, placing the distributor 26-year-old Michael Turner under arrest. Detective’s seized approximately 12.05 additional grams of marijuana as well as a Romarm AK-47 with two extended magazines and over 150 live rounds, a Hi Point .40 caliber handgun with an extended magazine and a Cobra .22 two shot pistol.  Turner has an extensive history for narcotic and weapon arrests but only one conviction for a concealed weapon violation.         

                                                                                                                                               

Seventh District Narcotics and Task Force Units investigated 197 complaints, 7 previous complaints and 2 hot line complaints.  They made 1 Felony, 9 Misdemeanor, 4 Municipal and 2 juvenile cases.  They made 85 pedestrian contacts, 30 field interviews and wrote 13 reports.  The units stopped 37 vehicles, wrote 2 citations, and had 1 traffic arrest.  They made 1 narcotics case confiscating, Crack, and seizing $60.00 in cash.

Sergeant Kristi Bagneris, officers Parker, Davis, and Hoxsey, along with sex crimes Detectives, apprehended 19-year-old Joshua Coleman who had been identified earlier on a rape and several warrants.   Officers Sanders Davis and Mitchell observed a tan SUV with a male (later identified as a 16-year-old male.  The Officers checked the plate and discovered it had been reported stolen. After a brief vehicle pursuit, officers stopped the vehicle and apprehended the suspect. The owner of the vehicle came to the scene and recovered his vehicle.  Officers responded to a call of a vehicle in the 7000 block of Pineridge that had just been taken in a carjacking from the Third District. Officers along with responding units observed two males running from the vehicle and called the S.O.D. K-9 unit.  Officers set up a perimeter and Officers Parker, Kish, Davis, and Shannon observed the 16-year-old male coming from a back yard and apprehended the suspect without incident.

 

Eighth District Narcotics and Task Force Units investigated 174 complaints, 3 hot line complaint, arrested 18 persons for 3 felony, 10 Misdemeanor, 10 Municipal violations and issued 4 summons.  They conducted 100 field interviews, 101 pedestrian contacts, wrote 14 reports, conducted 40 vehicle checks and issued 27 citations.  They conducted 12 wanted checks, made 4 narcotics cases, and confiscated Marijuana, Cocaine and imitation Cocaine.                                   The Detectives made 2 narcotics buy bust cases and made several prostitution cases.                                                                                                                                                             

The Narcotics and Task Force Units began in July of 2010 and have investigated approximately 16,881 complaints, executed approximately 90 Search Warrants, made approximately 603 Felony cases, conducted approximately 5,974 vehicle checks, issued approximately 2,396 citations, made approximately 520 Narcotics cases, confiscated approximately 115 guns and numerous amounts of Illegal Narcotics.

Edmonson of the Louisiana State Police will meet on Monday, October 4, 2010, at 3:30pm to announce a new partnership with Louisiana National Guard experts at the Jackson Barracks Complex located at 6400 St Claude Ave. The Louisiana National Guard will arrive today and begin a leadership program for all front-line NOPD supervisors. The class will begin today and continue until all front-line officers have an opportunity to attend. This leadership program is designed to sharpen the leadership skills  for the critical weeks and months ahead and will play a critical role in restoring citizen’s faith and confidence in the New Orleans Police Department.     

           

Superintendent Serpas said “One of our most important functions as leaders is to hold others accountable to the law, accountable to professional performance…and to protect and ensure the integrity of our word”.

 

The New Orleans Police Department would like to thank the Louisiana National Guard for their support and their assistance in this valuable training that will ensure that our leaders provide strong direction to our employees and demand no less than professional and ethical standards of behavior.

Suspects Arrested for Murder

 

UPDATE

 

New Orleans, LA –Members of the New Orleans Police Department’s Homicide Division along with NOPD Violent Offenders Warrant Squad and the United States Marshal’s have arrested 21-year-old Bernell Pollard, 20-year-old Derelle Bernard, and a 16-year-old male in connection with the shooting death of 2-year-old Jeremy Galmon.  The offense occurred September 26, 2010, shortly before 2:40 P.M., in the 1800 block of

First Street
.

 

 According to investigators, officers were patrolling near the 1800 block of

First Street
when they heard several shots fired.  Upon arrival, the officers learned the suspect exited a dark blue four-door vesicle, (possibly an older model Chevrolet Impala) and began shooting at the occupants in a vehicle that was traveling within the block.  As the suspect was shooting, he struck a 2-year-old boy that was inside of another parked vehicle.  After the shooting, the suspect got back into the blue vehicle and fled with the occupants.  Officers chased the fleeing vehicle, but the suspects managed to elude and escape the pursuing units.  During the pursuit, a description of the vehicle was broadcasted to the districts and surrounding parishes.

 

During the course of the investigation, Homicide Detective Robert Long positively identified Bernell Pollard and Jamiron Pollard as the persons responsible for the murder.  Detective Long secured arrest warrants for both suspects for first-degree murder.

 

As a result of the on going investigation, diligent work by the Homicide Division and citizens getting involved, a search warrant was executed at

6101 Tullis Drive
and Bernell Pollard was arrested this morning by NOPD Violent Offender’s Warrant Squad and the United States Marshal’s.

 

During the execution of the search warrant a Glock 9mm handgun, an extended magazine, and numerous rounds of ammunition were recovered inside of the apartment.

 

Three individuals were inside the apartment with Pollard.  Pollard’s 17-year-old cousin, Bruce Pollard, 20-year-old Derelle Bernard and a 16-year-old male were also arrested.  All three suspects were booked with Accessories After the Fact to First-Degree Murder.

 

Mayor Mitchell J. Landrieu said, “It has only been with the community’s support and the hard work of the NOPD that we were able to quickly apprehend these suspects.  This was an unacceptable tragedy and one we must never repeat.  Now its time for the criminal justice system to move quickly to bring justice to Jeremy Galmon’s family.”

 

 

Superintendent of Police Ronal Serpas said, “It was the combined efforts of the Homicide Division, VOWS and the U.S. Marshal’s Office along with the most important ingredient, our citizens, aggressively coming forward to assist the New Orleans Police Department in our efforts to apprehend and arrest the individuals involved in the senseless and tragic shooting death of 2-year-old Jeremy Galmon.”

6th District DWI Checkpoint Stats

On Thursday, September 30, 2010, members of the NOPD's Traffic Unit conducted a DWI checkpoint in the 6th District at the location of Calliope and Carondelet St.

During the checkpoint, a total of 636 vehicles passed through this location.  Of the 636 vehicles, 318 were checked.  A total of 70 Field Sobriety Test were administered, resulting in the arrest of 8 drivers for driving under the influence.  Additionally 62 traffic citations were issued during the check.

Suspects Arrested For Murder

 

 

New Orleans, LA –Members of the New Orleans Police Department Homicide Division have arrested 18-year-old Irvin Darensbourg and 26-year-old Kevin Thomas Jr. with the assistance of the Jefferson Parish Sheriff's Office.  The suspects were wanted in connection with the shooting death of Trevon Tanner and the shooting of two 17-year-old males. The incident occurred on August 11, 2010, at about 2:40 P.M., in the 2600 block of

D’Abadie Street
.  

 

According to investigators, First District officers responded to a call of a “male shot” and upon their arrival, located a male victim suffering from apparent gunshot wounds to the head.  Emergency medical technicians were summoned to the scene and transported Trevon Tanner to a local hospital where he later died.  A second victim, a 17-year-old male was transported to a local hospital to be treated for a gun shot wound to the stomach. A third victim was later identified by detectives during the investigation.

 

During the course of the investigation, Homicide Detective Desmond Pratt positively identified Irvin Darensbourg and Kevin Thomas Jr. as the persons responsible for the murder and secured arrest warrants. Early this morning, Irvin Darensbourg and Kevin Thomas were arrested and booked accordingly with one (1) count of First Degree Murder and two (2) counts of Attempted First Degree Murder. 

 

Serpas said, “It was with the combined effort and dedication between law enforcement agencies that these violent criminals have been removed from our streets.”

September 29, 2010 New Orleans Police Department-Public Information Office One Suspect Arrested For the Murder of 2-year-old Jeremy Galmon New Orleans, LA – Members of the New Orleans Police Department’s Violent Offenders Warrant Squad and the United States Marshals arrested 28-year-old Jamiron Pollard, wanted in connection with the shooting death of 2-year-old Jeremy Galmon. His cousin, Bernell Pollard is still wanted in connection with this incident. The offense occurred September 26, 2010, at approximately 2:40 P.M., in the 1800 block of First Street. According to investigators, officers where in the area and heard gunfire. The officers learned the suspect exited a dark blue 4 door vehicle, possibly an older model Impala and began firing at the occupants in a vehicle that was traveling in the block. As the suspect was firing, he struck a 2-year-old boy that was inside of another vehicle that was parked. After the shooting, the suspect entered the blue vehicle and fled with the occupants. Officers observed the vehicle fleeing, and chased the vehicle. The vehicle managed to elude and escape from the pursuing units. During the pursuit, a description of the vehicle was broadcasted to the districts and surrounding parishes. The 2-year-old was transported to a local hospital where he later died. During the course of the investigation, Homicide Detective Robert Long positively identified Bernell Pollard and Jamiron Pollard as the persons responsible for the murder and secured arrest warrants. Both suspects are cousins and are presently wanted for First Degree Murder. Today at approximately 11:30 A.M., the New Orleans Police Department’s Violent Offenders Warrant Squad and the United States Marshals received information on the whereabouts of Jamiron Pollard. Jamiron Pollard was apprehended at 6712 West Laverne Street without incident. Pollard was transported to Police Headquarters and did not give a statement.  NOPD Violent Criminal Abatement Team is a Continuing Success

 

 

New Orleans, LA – Members of the New Orleans Department’s Criminal Abatement Team initiatives to remove violent offenders off the streets are continuing to be a success.  Last week VCAT arrested 20-year-old Leroy Stewart distribution of crack cocaine and possession with the intent to distribute crack cocaine and 28-year-old Arthur Hollaway with possession of crack cocaine.  The offense occurred on September 24, 2010.

 

According to investigators, VCAT received vital information that Stewart and Hollaway, both known narcotics offenders, were involved in drug trafficking.  The officers conducted surveillance in a known area and observed a transaction between both suspects that resulted in (2) successful arrests. 

 

  At the time of the arrest, Hollaway was found to be in possession of (6) pieces of crack cocaine and Stewart was found to be in possession of a small bag of crack cocaine.  The total weight between both suspects was 25.1 grams of crack cocaine.

 

Arthur Hollaway had 15 felony arrest and five convictions and 25 misdemeanor arrests.  Hollaway had numerous drug arrests and a conviction for arms distribution.

 

Serpas said, “With the combination of dedicated police officers and citizens who are committed to taking a stance against violent crimes within the community; together we will make New Orleans a safer city.”
